All streets or portions thereof, lying within
300 feet of any hospital, nursing home or school, and which have been
declared to be "quiet zones" by the Council shall be respected as
such by all drivers; no driver of any vehicle shall within such zones,
make any unnecessary noise or sound the horn or other warning device
of such vehicle except in an emergency. It shall be unlawful for any
person in any part of said municipality to make or cause to be made,
any unnecessary noise with any signal device or to use the same except
as a road signal.

No person shall operate a motor vehicle on any
street, alley or other place within the corporate limits at a rate
of speed greater than 25 miles per hour, unless a greater rate of
speed is specifically permitted by resolution; provided that the Council
may designate specific streets or portions thereof, upon which the
speed limit shall be greater or lesser than 25 miles per hour. Should
the Council determine to establish such speed zones, then signs legible
from the roadway shall be posted at regular intervals throughout such
speed zone indicating the maximum speed allowed in that zone.
The municipal police are hereby authorized,
empowered and ordered to exercise all powers and duties with relation
to the management of the street when necessary, temporarily divert
or exclude, in the interest of public safety, health and convenience,
the movement of pedestrian, animal and vehicular traffic of every
kind in streets, parks and on bridges. The driver of any vehicle shall
stop upon the signal of any police officer.
It shall be unlawful for any person to refuse
or fail to comply with any lawful order, signal or direction of a
police officer.

Any person who violates any of the prohibitions
or provisions of any article or section of this chapter shall be deemed
guilty of a misdemeanor. Unless otherwise specified in the particular
article or section for which the person stands convicted of violating,
the penalty for such violation shall be fined in any sum not exceeding
$500 or imprisoned six months, or both said fine and imprisonment
at the discretion of the sentencing court.
