It is the intent of the Town to create an advisory commission comprised of the members of the Town Council on the establishment of group homes which recognizes that public participation at the local level in the decision-making process will facilitate the appropriate establishment of group homes. The Town further recognizes that deinstitutionalization of handicapped persons is a goal that should be supported by local communities.
