[Adopted 6-18-1991 by Ord. No. 91-6 (Ch. 2, Art. III, Div. 3, of the 1990 Code of Ordinances)]
It is the intent of the Town to create an advisory
commission comprised of the members of the Town Council on the establishment
of group homes which recognizes that public participation at the local
level in the decision-making process will facilitate the appropriate
establishment of group homes. The Town further recognizes that deinstitutionalization
of handicapped persons is a goal that should be supported by local
communities.
It shall be the responsibility of the Advisory
Commission on the Establishment of Group Homes in Lincoln to work
to advise the state with regard to the process of securing suitable
facilities for group homes in our Town.
In order to ensure maximum local participation
in determining sites for group homes, the Commission shall:
A. Maintain a liaison with relevant local, state and
federal agencies so as to assure prompt notification of any and all
group homes proposed for location within the Town;
B. Review all potential sites selected by the state and/or
private agencies consistent with established criteria, including but
not limited to:
(5) Type of disabled population for group homes;
C. Conduct public meetings as deemed necessary;
D. Make recommendations to the state as to the suitability
of sites selected for group homes.
A. The Commission shall be available to the Town administration
and other boards and commissions for information, consultation and
advice.
B. All departments, boards and commissions of the Town
shall cooperate with the Commission and furnish such advice, information,
and documentation as may be necessary or desirable to facilitate the
purpose of this order.
A. The Advisory Commission on Group Homes shall be comprised
of the members of the Town Council.
B. The Commission shall serve as continuing advisory
body and shall forward to the appropriate local, state and federal
authorities all recommendations regarding group homes.
