As used in this chapter, the following terms shall have the meanings indicated:
PLUMBING
Means and shall include all piping, fixtures, appurtenances and appliances for a supply of water for all persons or domestic purposes in and about buildings where a person or persons live, work or assemble. “Plumbing,” as used herein, shall also include piping, fixtures, appurtenances and appliances for a sanitary drainage and related ventilation within a building; and all water piping, fixtures, appurtenances and appliances outside a building connecting the building with the source of water supply on the premises or main in the street, alley or at the curb.
The Director of Public Works shall appoint an Inspector of Plumbing who shall be a state-licensed journeyman or master plumber and qualified by training and experience in theory and practice of sanitation as applied to plumbing and drainage and who shall be paid for his services such compensation as the Town Council may from time to time determine. The Inspector shall enforce obedience to the rules and regulations hereinafter contained, relating to the plumbing of buildings within the Town.
The Inspector of Plumbing shall keep accurate records of his inspections and permits and the same shall be kept on file in his office as public records in such form as to be readily accessible.

Every person, firm or corporation desiring to file a plan or plans with the Inspector of Plumbing or Building Official for the installation of plumbing or drainage shall before any plan or plans are approved or any permit issued pay to the Inspector of Plumbing or Building Official the fees provided herein:
