The Town Council of Hillsville, Virginia, hereby
finds and determines that water conservation provides for the greatest
public benefit through beneficial reduction in water use or water
loss and ensures the continued availability of safe and clean water
to the residents of the Town of Hillsville, when it is necessary to
reduce the demand for water in the manner hereinafter set forth.
Should the Town Council find that a water supply
emergency exists, any of the following stages which restricts or prohibits
the following uses of water shall apply:
A. Stage I. The voluntary restriction of water use for
the following:
(1) The use of water to wash down sidewalks, walkways,
driveways, parking lots, tennis courts or other hard-surfaced area,
building or structure.
(2) The use of water to wash automobiles, trucks, trailers
or any other type of mobile equipment, except in facilities operating
with a water recycling system.
(3) The watering of shrubbery, trees, lawns, grass, plants
or other vegetation, except when using recycled water.
(4) The use of water in the operation of any ornamental
fountain or for scenic and recreational ponds and lakes, except for
the minimum amount required to support fish life.
(5) The use of water from fire hydrants for construction
purposes or any purpose other than fire fighting.
(6) The use of water to fill or refill swimming pools.
(7) The serving of drinking water in restaurants unless
requested by customers.
B. Stage II. The prohibition of water use for the following:
(1) The use of water to wash down sidewalks, walkways,
driveways, parking lots, tennis courts or other hard-surfaced area,
building or structure.
(2) The use of water to wash automobiles, trucks, trailers
or any other type of mobile equipment, except in facilities operating
with a water recycling system.
(3) The watering of shrubbery, trees, lawns, grass, plants
or other vegetation, except when using recycled water.
(4) The use of water in the operation of any ornamental
fountain or for scenic and recreational ponds and lakes, except for
the minimum amount required to support fish life.
(5) The use of water from fire hydrants for construction
purposes or any purpose other than fire fighting.
(6) The use of water to fill or refill swimming pools.
(7) The serving of drinking water in restaurants unless
requested by customers.
(8) New water service connections.
C. Stage III. The prohibition of water use for the following:
(1) The use of water to wash down sidewalks, walkways,
driveways, parking lots, tennis courts or other hard-surfaced area,
building or structure.
(2) The use of water to wash automobiles, trucks, trailers
or any other type of mobile equipment, except in facilities operating
with a water recycling system.
(3) The watering of shrubbery, trees, lawns, grass, plants
or other vegetation, except when using recycled water.
(4) The use of water in the operation of any ornamental
fountain or for scenic and recreational ponds and lakes, except for
the minimum amount required to support fish life.
(5) The use of water from fire hydrants for construction
purposes or any purpose other than fire fighting.
(6) The use of water to fill or refill swimming pools.
(7) The serving of drinking water in restaurants unless
requested by customers.
(8) New water service connections.
(9) The use of water by schools, commercial and industrial
users whereby this use threatens the supply for essential human needs.
The above restrictions, or any of the above,
shall become effective within 24 hours after their being printed in
any newspaper of general circulation in the Town of Hillsville and/or
broadcast over any radio or television station serving the Town of
Hillsville. These restrictions shall be terminated upon finding that
the water shortage is over and the emergency situation no longer exists.
