In all districts, accessory off-street parking shall be provided in accordance with the following provisions as a condition precedent to the use. After the effective date of this chapter, all enlargements or modifications which increase the floor area, number of employees, seating capacity or other applicable unit of measure shall be subject to these provisions.
In the case of fractions, the number of off-street parking shall be rounded off to the next whole number.
A. 
Residential dwelling: two spaces per dwelling unit.
B. 
Place of worship: one space for each three seats in the church sanctuary.
C. 
Community education:
(1) 
Elementary and junior high schools: three spaces per classroom.
(2) 
High schools (grades 10 through 12, inclusive): four spaces per classroom or one space for each six seats in an auditorium, arena or stadium, whichever requires the greatest number of space, but in no case shall more than 300 spaces be required, except as may be recommended by the Planning Commission.
D. 
Community and group assembly: for clubs, lodges, meeting halls and recreation centers, one space for each four seats in an assembly area within the facility or one space for each 75 square feet of gross floor area, whichever is greater.
E. 
Library: one space for each four seats in the building.
F. 
Public park, playground or utility facility: the number of spaces to be prescribed by the Zoning Administrator.
G. 
Commercial use. One off-street parking space shall be provided for each unit of the specified number of square feet of gross floor area for the following activities in neighborhood commercial and general commercial only:

Mortuary service: one space per 1,000 square feet of gross floor area or when a chapel is provided, one space for each four permanent seats plus one space for every 25 square feet of floor area where temporary seats are used, whichever requires the greater number of spaces.
I. 
Transient habitation: one space for each unit in a building serving transient guests.
J. 
Industrial use: one accessory off-street parking space for each 1,500 square feet of gross floor area or one space for each three employees during a single or two successive shifts, whichever requires the greater number of spaces.
K. 
The same space requirements for off-street parking applicable in the I Industrial District also shall be applicable in the L Landfill District.

A. 
Building containing two or more uses. When a building or lot contains two or more uses having different parking requirements, the parking requirements for each type of use shall apply to the extent of that use.
B. 
Operation of off-street parking spaces. Off-street spaces shall be designed and operated exclusively for the storage of motor vehicles used by the visitors, occupants, employees, patrons or customers of the use associated with the parking facilities.
C. 
Area of off-street parking spaces. Each off-street parking space, open or enclosed, shall be a minimum of nine feet wide and 20 feet long, exclusive of drives, ramps and aisles.
D. 
Off-site parking requirements. Off-street parking must be on the same lot as the principal use except where there is no way to arrange the spaces on the same lot as the principal use, provided that:
(1) 
The spaces are located to draw a minimum of vehicular traffic to and through streets having predominantly residential frontage;
(2) 
The spaces are located no further than 200 feet from the nearest boundary of the lot occupied by facility to which the spaces are accessory;
(3) 
The spaces are in the same fee simple ownership as the use to which the spaces are accessory; and
(4) 
The spaces conform to all applicable district regulations of both the district in which the principal use is located and in the district in which the spaces are located. In the event of conflict between the applicable district regulations, the most restrictive shall prevail.
A. 
Location of access to the street. The entrances and exits of all required or permitted accessory off-street parking facilities with five or more spaces shall be located at least 50 feet from the intersection of any two streets.
B. 
Surfacing. All off-street parking areas shall be surfaced with asphalt or concrete and constructed to provide adequate drainage.

C. 
Screening.
(1) 
Open off-street parking areas with five or more parking spaces which are located on a lot adjacent to the boundary of a residential district shall be screened from the residential district by either:
(a) 
A strip at least four feet wide, densely planted with shrubs or trees at least four feet high at the time of planting, and which are of a type which may be expected to form a year-round dense screen at least six feet high within three years; or
(b) 
A wall or barrier or uniformly painted fence of fire-resistant material at least six feet in height. Such wall, barrier or fence may be opaque or perforated, provided that not more than 50% of the fence is open.
(2) 
In addition, such screening:
(a) 
Shall be maintained in good condition at all times;
(b) 
Shall not be placed within 15 feet of the normal vehicular entrances and exits;
(c) 
Shall have no signs hung or attached thereto other than those permitted signs for parking areas specified in this chapter; and
(d) 
Shall not obstruct visibility of motorists at street intersections.
