When used in this chapter, the following words shall have the meanings indicated:
CHIEF
The head of the Department shall be known as the Chief.
CHIEFS AND CAPTAINS' ADVISORY GROUP
Each fire and EMS agency described in § 20-5 herein will be given the opportunity to provide a representative to the Chiefs and Captains' Advisory Group, or similarly titled group, which will assemble for the purpose of advising the Chief on fire and EMS matters related to the Department.
COMPANY
Any organized and recognized volunteer or career fire department or rescue squad, functioning within or providing mutual aid to Shenandoah County.
COUNTY
Shenandoah County, Virginia.
DEPARTMENT
The Shenandoah County Department of Fire and Rescue (the Department); for the purpose of this chapter, the Department shall include all paid and volunteer agencies as recognized in § 20-5 or those operating within the County under instances of mutual aid.
The Chief shall have supervision and operational control over the Department. The Chief shall have the authority to enforce Department standard operating guidelines (SOGs) and standard operating procedures (SOPs). The Chief shall be the County Chief as specified in Code of Virginia, § 27-6.1, and County EMS Chief as specified in Code of Virginia, § 32.1-111.4:6.
A. 
The County shall have the authority to enter into mutual aid agreements for fire and EMS services with adjoining counties, cities or towns as provided by laws of the Commonwealth of Virginia.
B. 
The County shall also have the authority to enter into contracts for fire and rescue services with organized and recognized "companies" operating within Shenandoah County.
A. 
The Chief shall establish SOPs, SOGs, rules and regulations in collaboration with the Chiefs and Captains' Advisory Group for the Department's effective operation throughout the County. The Chief retains all operational and policy control with respect to matters affecting only Shenandoah County Fire and Rescue.
B. 
All companies operating in Shenandoah County and all members of such companies shall operate in accordance with the standard operational procedures/policies and guidelines.
The following volunteer rescue squads and volunteer fire departments are hereby recognized by the Board of Supervisors of Shenandoah County, Virginia, as an integral part of the official safety program of Shenandoah County, Virginia.[1]
