Pursuant to Chs. 62 and 66, Wis. Stats., and, without limitation, § 62.11(5),
Wis. Stats., the City of Jefferson ("City") hereby exercises its authority
to create a municipal communications utility.
It shall be the responsibility of the Communications Utility to plan,
acquire, construct, extend, improve, maintain, operate, lease, dispose of,
regulate and manage a communications system to be constructed in order to
provide, among other things, telecommunications, data, fiber optic, internet,
cable television, video and information services to the City, its departments,
the school district, and the public generally in and around the City.
The Communications Utility shall be under the charge and management
of the Jefferson Utilities Commission, which may exercise all powers necessary
or desirable to effect its purposes.
The City hereby finds that a municipal communications system will provide
public benefits by providing for the continued growth and economic development
of the City and is, therefore, in the best interests of the City. The City
hereby further finds that a municipal communications system is in the public
interest as a means of facilitating the provision of telecommunications, data,
fiber optic, internet, cable television, video and information services to
the City, its departments, the school district, and the public generally in
and around the City.
