As used in this chapter, the following terms
shall have the meanings indicated:
CLEARLY VISIBLE
Displayed in a manner which allows the sign or house number
to be seen, day or night, from the street which passes in front of
the structure, unobstructed by trees, shrubs, vegetation or other
structures on the property.
HOUSE NUMBER
The number which has been legally assigned to a residence,
apartment building or business for the purpose of identification and
for use by the United States Postal Service for the delivery of mail.
STREET SIGN
A sign which displays the private road name, as approved
by the Township.
The property owner of each residence, rental
unit, apartment building or business shall provide and display the
legally assigned house number and/or other required identification
as follows:
A. General standards. In all zones, the house number(s)
shall be made up of numbers and/or letters which are not less than
three inches in height. The numbers/letters shall also be of a color
contrasting to the background on which they are affixed.
B. Residential zones. The owner of any residence, rental
unit, etc. located in an area that is zoned residential, shall display
the house number in such a manner that it is clearly visible (day
or night) from the street which passes in front of said residence,
rental unit, etc.
C. Agri-Rural zones.
(1) The owner of any residence, rental unit, etc., located
in an area zoned Agri-Rural shall display the assigned house number
at the intersection of their personal driveway where it meets the
private lane, Township road or state road, whichever is the case.
The house number shall be displayed upon a post, or other structure,
which places the numbers a minimum of 12 inches above the ground,
and in a manner that they are clearly visible from the intersecting
road or lane.
(2) In the instance of multiple rental units, or apartment
units, on a single property, each individual unit shall display the
house number assigned to that unit. These numbers shall be displayed
upon the unit itself and as near as possible to the front entrance
of the unit.
D. Commercial and industrial zones.
(1) Residential structures located in a Commercial or
Industrial Zone shall comply with the standards for the Agri-Rural
Zone.
(2) Owners of businesses, malls, shopping centers, etc.,
will be allowed to incorporate the assigned house number into their
integral or freestanding signs, or use another method of display.
However, the number must be clearly visible at all times.
The property owner of any residence, rental
unit, apartment building, business, etc., shall maintain the clearly
visible display of the house number, through grass/weed control, cleaning,
replacement, etc., at all times.
The Township Zoning Officer or other Township
employee designated for such purpose is authorized to enter upon private
property for the purpose of inspection and to give notice of violation.
Such notice can be given in person or delivered by regular U.S. Mail,
and shall explain the violation and give instructions to eliminate
the violation within 10 days after the issuance of such notice. Each
day that a violation continues shall constitute a separate violation,
enforceable as such.

A. Hellam Township police officers, the appropriate enforcement
officers of Hellam Township, or other appropriate officer or officers
of Hellam Township shall have the power to enforce the provisions
of this chapter.
B. Any person who violates or permits a violation of
this chapter shall, upon conviction in a summary proceeding brought
before a Magisterial District Judge under the Pennsylvania Rules of
Criminal Procedure, be guilty of a summary offense and shall be punishable
by a fine of not more than $1,000, plus all costs of prosecution,
including, but not limited to, attorneys’ fees, and in default
of payment thereof, shall be imprisoned for a term not to exceed 90
days. Each day or portion thereof that such violation continues or
is permitted to continue shall constitute a separate offense, and
each section of this chapter that is violated shall also constitute
a separate offense.
