This chapter shall be known as the "Hellam Township Snow Emergency and Snow Removal Ordinance."
As used in this chapter, the following terms shall have the meanings indicated:
SNOW EMERGENCY CONDITIONS
Whenever the Township has received from a recognized weather forecasting service a firm forecast of an anticipated accumulation of snow, sleet or freezing rain.
SNOW REMOVAL CONDITIONS
Whenever there exists upon streets or roads within the Township a substantial accumulation of ice or snow which, for the effective removal thereof, requires a prohibition of parking.
The announcements required to be made by this chapter shall be made between 6:00 a.m. and 11:00 p.m. by means of broadcasting or telecasts, where possible, through radio or television stations with a normal operating range covering the Township and, where not possible, shall be announced by loud speaker or other appropriate means.
A. 
The Township Manager (and in his absence, the Chairman of the Board of Supervisors) shall be authorized to declare a snow emergency whenever snow emergency conditions exist. Said declaration shall state the time after which snow emergency regulations shall be in effect.
B. 
Such declaration and the announcement thereof shall be made not less than one hour prior to the time the snow emergency is to go into effect.
C. 
All Township streets or roads are designated as snow emergency routes.
D. 
While a snow emergency is in effect and until such emergency has been terminated, no person shall operate a motor vehicle on any snow emergency route in such manner or in such condition as to allow or permit such vehicle to become stalled on such route, either by reason of the fact that the driving wheels of such vehicle are not equipped with tire chains or effective snow tires, or by reason of the fact that the motor fuel supply of such vehicle has been allowed to become exhausted.
E. 
Parking shall be prohibited on all Township roads after the effective time of the snow emergency. Such parking prohibition shall continue until the emergency has been announced as terminated, either in whole or in part.

F. 
Where a snow emergency has not been declared and announced by 11:00 p.m., the parking prohibition set forth in Subsection E hereof shall not apply until 7:00 a.m. the following day.
G. 
Whenever the Township Manager shall find that some or all of the conditions which gave rise to the snow emergency no longer exist, he is authorized to declare a termination of the emergency, in whole or in part, effective immediately upon announcement.
A. 
The Township Manager (and in his absence, the Chairman of the Board of Supervisors) shall be authorized to declare a temporary ban on parking on any street or road within the Township whenever snow removal conditions exist. Said declaration shall state the time after which parking shall be prohibited on any street or road.
B. 
Such declaration and the announcement thereof shall be made not less than two hours prior to the time the snow removal is to begin on any specified street or road.
C. 
While the snow emergency is in effect, parking shall be prohibited on streets or roads.

Vehicles parked on the roadway during a declared snow emergency shall be subject to towing and storage by a bonded tower at the owner's expense.
