The general purpose of these rules of procedure
and regulations, and of the Commission is to promote the educational,
cultural, economic, safety and general welfare of the public through
the preservation and protection of buildings, places, and districts
of historic interest and the distinctive characteristics of buildings
and places associated with the history of, or indicative of, a period
or style of architecture. It is also the purpose to maintain such
landmarks for the history of architecture, the Borough, the Town,
the State and/or Nation, and to develop of appropriate settings for
such buildings, places and districts. Additionally, these regulations
provide procedures and guidelines for the following:
A. Organization of the Commission.
B. Administrative procedures.
D. Certificate of appropriateness.
(2) Standards for determining appropriateness.
(3) Actions by the Commission.
