Sewerage and stormwater drainage systems shall be constructed, extended, maintained and operated down, through, upon, and under all the public streets and public alleys within the corporate limits of the Town of Federalsburg which are not at present serviced by such systems, and such systems shall be constructed, extended, maintained and operated down, through upon and under the public streets and alleys aforesaid without the necessity for the passage or enactment of any further ordinance, but that this general ordinance shall be full and complete authority for the construction, extension, maintenance or operation of such sanitary sewage and stormwater drainage systems aforesaid, and such sanitary sewerage and stormwater drainage systems may be constructed, extended, maintained and operated on any of the public streets or alleys aforesaid by the mere selection by the Mayor and Council of Federalsburg of the location by a majority vote of the said Mayor and Council of Federalsburg without further formality.
When any sanitary sewerage or stormwater drainage systems shall be constructed, extended, maintained or operated down, through, upon or under any public street or alley within the corporate limits of the Town of Federalsburg as stipulated in § 164-1, the costs and expenses of such construction, extension, maintenance or operation shall be assessed against the owner or owners of the property abutting both sides of said public street or alley down, through, upon or under which said sanitary sewerage and/or stormwater drainage system is constructed, extended, maintained or operated according to the extent of the linear footage of the property of such owner or owners which abut on such public street or alley at a rate per linear foot equal to 1/2 the cost per linear foot for the construction or extension of said sewerage or stormwater drainage system, provided that no such assessment shall be made in the case of a corner property where there is an abutting sanitary or stormwater sewer constructed since 1930. It is the intent of the Mayor and Council that the cost per linear foot in the case of such corner property and the cost of crossing streets with sanitary or stormwater sewer construction of extension shall be paid by the Mayor and Council of Federalsburg.

Within 30 days of completion of any sanitary sewerage and or stormwater drainage system constructed under provisions of this chapter invoice of assessment thereon shall be rendered to property owners responsible for assessment hereunder which said assessment shall bear interest at the rate of 6% per annum from date of completion of said sewer unless paid within 60 days from completion thereof as aforesaid and which said assessment shall be delinquent unless paid within 60 days of completion thereof as aforesaid.
The costs and expenses of constructing, extending, maintaining and operating sanitary sewerage and stormwater drainage systems down, through, upon and under all public streets and alleys within the corporate limits of the said municipal corporation not now serviced by such systems, as provided in §§ 164-1 and 164-2 of this chapter, shall be a lien upon the property abutting along both sides of such public street or alley aforesaid and shall be collectible in the same manner as other Town taxes are now collectible in the Town of Federalsburg as prescribed by law.
