There is established by this chapter and any
amendments thereto a code for the government of the City of Hagerstown,
a political subdivision of the State of Maryland, pursuant to its
Charter, drawn and approved as provided by the Mayor and Council,
effective April 6, 1983, which code shall be known and referred to
as the "Administrative Code" and which shall be the rules and regulations
prescribing the duties of officials and employees, the system of office
and the management of the offices, departments and institutions of
the City of Hagerstown.
This Administrative Code shall take effect on
July 1, 1990.
The following words, when used in this Administrative
Code, shall, unless the context clearly indicates otherwise, mean
or indicate as follows:
ADMINISTRATIVE CODE
The Administrative Code of the City, as set forth in this
chapter, and any and all amendments and supplements thereto and modifications
thereof.
LAW
All applicable acts of the Maryland General Assembly and
the Congress of the United States.
This Administrative Code may be amended by the Mayor and Council in accordance with provisions prescribed in §
208 of the Charter.

The City of Hagerstown does hereby declare itself,
pursuant to Article 23A, § 2B, of the Annotated Code of
the Public General Laws of Maryland, 1957, as subsequently amended,
to be specifically exempt from applicability of any and all Washington
County legislation within the corporate boundaries of the City of
Hagerstown, except the following:
A. Those ordinances already adopted by the City of Hagerstown
which are Washington County ordinances.
B. Those ordinances which the City of Hagerstown by ordinance
has requested and authorized Washington County to administer or enforce
within its corporate boundaries as of January 1, 1984.
C. Any other Washington County legislation which is specifically
provided for as being applicable within the corporate boundaries of
the City of Hagerstown under Article 23A, § 2B, of the Annotated
Code of the Public General Laws of Maryland, 1957, as subsequently
amended.
