The Mayor shall be the chief elected officer of the City. The selection and term, qualifications and powers and duties shall be as provided by the Charter.
The City Council shall be the chief legislative body of the City. The selection and term, qualifications and powers and duties shall be as provided by the Charter.

A. 
The following salaries shall apply to elected officials of the City:
(1) 
Mayor. The Mayor shall receive the sum of $28,000 per annum, payable from the date of commencement of his term of office.
(2) 
Council members. Each Council member elected to the City Council of the City of Hagerstown shall receive the sum of $8,000 per annum, payable from the commencement of the term of office.
B. 
The method of payment for the Mayor and members of the City Council shall be in the manner defined by the Charter of the City of Hagerstown and in accord with the accounting practices and procedures currently employed by the City.
C. 
The salary schedule set forth in this section shall become effective on the 2nd day of June 1997. The salary schedule set forth herein shall be applicable only to the Mayor and Council members elected or reelected thereafter and shall not be applicable to incumbents.
A. 
Elected officials shall receive an expense account reimbursement up to a maximum of $3,000 annual reimbursement for the Mayor and $1,000 annual reimbursement for each Council member. The expense account shall be disbursed and managed in accordance with the policies established by the Mayor and Council.
B. 
Elected officials shall also have the option of receiving health insurance and retirement benefits afforded to the general City employee workforce.
C. 
Elected officials shall receive no other benefits except those provided in this section.
The City shall indemnify each member of the Mayor and Council who was or is a party or is threatened to be made a party to any threatened, pending or completed action, suit or proceeding, whether civil, criminal, administrative or investigative (other than an action by or in the right of the municipality), by reason of the fact that he is or was an elected official, against expenses (including attorney's fees), judgments, fines and amounts paid in settlement actually and reasonably incurred by him in connection with such action, suit or proceeding if he acted in good faith and in a manner he reasonably believed to be in, or not opposed to, the best interest of the municipality and, with respect to any criminal action or proceeding, had no reasonable cause to believe his conduct was unlawful. The municipality shall provide insurance for the benefit of the Mayor and Council insuring each such person from any liability asserted against him or incurred by him in any such capacity, in such amounts and with such limitations as the Mayor and Council deem appropriate.
