A. 
No person shall park a truck, tractor, trailer, semitrailer, or any combination thereof, or any commercial vehicle designed for or capable of carrying a load in excess of 4,000 pounds (two tons) on any street, highway or alley for a longer period than four hours, unless the owner or person in charge thereof is actually using the same for the purpose of or in connection with the performance of work or service in the immediate area.
B. 
No person shall park a truck, tractor, trailer, semitrailer, or any combination thereof, or any commercial vehicle designed for or capable of carrying a load in excess of 4,000 pounds (two tons) for a longer period than one hour on any street or highway in front of any property used or intended to be used exclusively for residence purposes; provided, however, that the provisions of this section shall not apply to commercial trucks which are parked for the purpose of or in connection with the performance of work or services for or on behalf of any person within a radius of one block from such property used or intended to be used exclusively for residence purposes.
C. 
No person shall park any house trailer, camping trailer, homemade trailer or any other similar trailer, licensed or unlicensed, designed to be towed by a vehicle on any public street, highway, alley or public property for a period longer than 24 hours.
D. 
No person shall park, dismantle or allow to remain on any street, alley or highway any unlicensed unit of whatsoever nature or kind designed for use on a motor vehicle chassis, either to be permanently affixed or temporarily affixed. This shall include but is not limited to units commonly known and designated as "pickup" or "slide-in" camper units.
It shall be unlawful for any person to operate any truck or commercial vehicle upon any of the streets, highways or alleys contained on a list maintained by the City Clerk; provided, however, that nothing herein shall prohibit the operation of any truck or commercial vehicle upon any highway or portion thereof listed on said list where such operation thereon shall be necessary in order to pick up or deliver any goods, wares, merchandise or material from or to any premises located upon any such highway or portion thereof, but then only by entering such highway or part thereof at the intersection nearest the destination and proceeding thereon no farther than the nearest intersection thereafter.
The Chief of Police is empowered and authorized to restrict the routing of heavy trucks and buses over certain thoroughfares within the corporate limits of the City at such times as vehicles are causing damage to the street, creating crowded conditions on the roadway, impeding the flow of traffic or causing a situation dangerous to life, limb or property. In any such event, the Chief of Police shall designate which streets said trucks and/or buses shall traverse, keeping in mind the utmost expediting of said truck or bus traffic insofar as is possible. This section shall also apply to convoys of heavy trucks or buses passing through the City, including all types of industrial machinery and equipment.
