Alternate materials and methods may be used if they have been specifically approved by the Town Engineer. The Engineer may approve any alternate, provided that the proposed design is satisfactory and complies with the intent of this chapter and that the material or method of work offered is, for the purpose intended, at least the equivalent of that here prescribed in quality, strength, effectiveness, durability and safety.
Repairs to water mains or water service connections shall be made with such materials as are prescribed by this chapter for new work, insofar as is practical, or by following the recommendations of the manufacturer of the original material.
In Town water districts, maintenance of the water service line from the water main to the property served is the responsibility of the property owner. In the event that a leak develops and is not promptly repaired by the owner, the Town may repair same and assess such charge against the property so benefited, such charge to be collected as a tax.
In Town water districts, the applicant for the building permit shall notify the Inspector when he is ready to connect the water service line to the main and the water service line to the building. This connection shall be made under the supervision of the Inspector or his representative.
All measurements, tests and analyses of the characteristics of waters to which reference is made in this chapter shall be determined in accordance with Standard Methods for Examination of Water and Wastewater, published by the American Public Health Association, Inc.
A. 
No person shall open, interfere with or draw water from any fire hydrant in the districts without permit from the Inspector therefor, except the hydrants may be opened by or on the order of any Chief of a Fire Department or any Fire Commissioner within the districts.
B. 
Whenever a hydrant has been opened and used, notification of such fact shall be promptly given to the Inspector.
C. 
No tools or implements except standard hydrant wrenches shall be used.

The Town reserves the right in its sole discretion to limit the amount of water furnished to any consumer should circumstances of public necessity warrant such action, even though no such limit may be stated in that application or permit for use, or said Town may entirely shut off the water supply used for any manufacturing purposes or for furnishing power; and the Town reserves the right to declare a district an "emergency area" for whatever time is deemed necessary, by giving reasonable notice by publication, if possible, of such intended action, or in the case of making or constructing new work or in making repairs or in emergency, the right is reserved to shut off the water from any consumer without notice for as long a period as may be necessary. During any emergency, any outside use of water, such as for lawn sprinkling, filling pools, watering gardens or washing cars, screens, houses, driveways, etc., necessitating the implementation of a hose, is hereby in violation of this chapter. In the event that the use of a hose is necessary during an emergency, such as for mixing of cement or masonry work, written permission from the Town for a specified number of days is required.
The districts shall not be liable for any damage or loss of any kind to property or persons which may arise from or be caused by any change, diminution in or increase of the water pressure or supply from any cause whatever.
All standpipes erected in the water districts will be equipped with a gauge registering the number of gallons in storage.

The use of automatic lawn sprinklers and/or lawn soakers is forbidden in any Town water district, and any consumer who uses same will be in violation of this chapter, subject to fine and penalty.
