A. 
All taxicabs shall have four doors, two leading into the passengers' compartment and two leading into the driver's compartment. The doors shall be so constructed that they may be opened from the inside and the outside. Each door shall be constructed with an approved safety lock.
B. 
Emblems furnished by the Village are to appear on the exterior of both front doors of the vehicle. Rate schedules are to appear on the exterior of both rear doors of the vehicle, and the number of the taxicab shall be affixed to the driver's side of the rear window. These items will be furnished by the Village, and replacements will be supplied for a nominal fee.
C. 
On the top of the taxicab, there shall be a sign at least 12 inches wide by six inches high made of plastic on which there shall be the word "taxi" or the name of the company. Said sign shall be connected to the taximeter for the purpose of illuminating the sign when the taxicab is not occupied. The sign is to be illuminated by a white bulb.
D. 
Tinted windows are prohibited at all times.
E. 
The exterior of the taxicab shall be clean and free of obvious dents and scrapes, and the paint is to be uniform in color.
F. 
The interior of the taxicab shall be clean and orderly.
G. 
All equipment, including safety seat belts, shall be functional and in working order at all times.
A. 
All taxicabs operated under the authority of this chapter shall be equipped with taximeters fastened in front of passengers, visible to them at all times of the day and night. The face of the taximeter shall be illuminated.
B. 
Said taximeter shall be operated mechanically by a mechanism of standard design and construction, driven either from the transmission or from one of the front wheels by a flexible and permanently attached driving mechanism. The taximeter shall be sealed at all points and connections which, if manipulated, would affect its correct reading and recording. Each taximeter shall have thereon a flag or other device to denote when the vehicle is employed and when it is not employed, and it shall be the duty of the driver to throw the flag or deactivate such device into a nonrecording position at the termination of each trip.
C. 
Said taximeters shall be subject to inspection from time to time by the Police Department. They will be tested for 1/8 of a mile and must be exact. Each taximeter shall be calibrated every six months, and evidence of the calibration shall be kept with the taxicab. The Mayor or his/her designees or any police officer is hereby authorized, either on complaint of any person or without such complaint, to inspect any meter and, upon discovering any inaccuracy therein, to notify the person operating such taxicab to cease operation until said meter is calibrated. Thereupon, said taxicab shall be kept off the highways until the taximeter is repaired and calibrated and in the required working condition.
D. 
The serial number of the taximeter is to be recorded by the Village Clerk. In the event that the taximeter is stolen or damaged, a report of such shall be made to the Village Clerk within five days. The serial number from any replacement taximeter shall be reported to the Village Clerk the day of installation.
A. 
All taxicabs operated under the authority of this chapter shall adequately provide a child passenger restraint system that complies with federal vehicle safety standards and all safety standards promulgated by any agency having jurisdiction.
B. 
Every person operating a taxicab who is transporting a child under the age of five years on roadways, streets or highways of the Village of Norwood shall be responsible for the protection of the child by properly using the child passenger restraint system as follows:
(1) 
Children 18 months of age or younger who are passengers in said taxicab shall be placed and properly secured in a federally approved child restraint seat.
(2) 
Children over the age of 18 months but under the age of five years must be placed and adequately secured in a car seat, if riding in the front seat of a taxicab, or in a lap and/or lap or shoulder harness seat belt, if riding in the rear seat of a taxicab.
C. 
Penalties for violation of these rules shall be a fine of $100 to $500 and/or suspension or revocation of the taxicab license.
