The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
A. 
No motor vehicle shall be parked on any street within the Norwood Village limits between the hours of 2:00 a.m. and 7:00 a.m. from the first day of November to the 30th day of April. Any motor vehicle found parked on any street in said Village during the above hours and dates shall, at the direction of the police or the Street Superintendent, be removed and towed away at the owner's expense.

B. 
Vehicles removed as per above shall be taken to a designated impound area designated by the Village Board, and the person claiming said vehicle shall be responsible to pay the parking fine attached to said vehicle to the Village Clerk and also shall pay to said Clerk, Police Chief or Street Superintendent the tow bill left by the towing agency.
C. 
The Police Department shall have the duty to ascertain to the extent possible the owner of the vehicle or a person having charge of the same and to notify him of the removal and disposition of such vehicle and the amount required to redeem the same.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule XI (§ 190-35), attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule XII (§ 190-36) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule XIII (§ 190-37) at any time between the hours listed in said schedule of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
Space shall be provided for vehicles registered and identified as handicapped as set forth in Schedule XIV, Handicapped Parking (§ 190-38), attached to and made a part of this chapter.[1]
