§ 1.02.004 Convenience fee for online and telephone payments.
A convenience fee of one dollar and twenty-five cents ($1.25) per transaction shall be assessed to the customer paying through the city’s website or over the telephone to reimburse the city for reasonable expenses incurred to process the transaction. No convenience fee will be assessed to customers paying in person, by mail, or through a monthly recurring payment option. ( Ordinance 5791 adopted 8/19/13 )

Ch 1 Art 03 Div 2 Rules of Order and Procedure
§ 1.03.031 Suspension of rules.
The rules prescribed by this division may be suspended by a majority vote of all the members of the council. ( 1991 Code, sec. 2-51 )
§ 1.03.032 Conduct of members.
The members of the city council shall be seated except while addressing the chair, and shall not be interrupted while speaking without their consent, except by a call to order by the chair, or to correct a statements of facts. ( 1991 Code, sec. 2-52 )
§ 1.03.033 Question of order.
All questions of order shall be decided by the presiding officer, with the right of appeal from his decision to the city council, the majority of whom may override his decision. ( 1991 Code, sec. 2-53 )
§ 1.03.034 Votes on ordinances, franchises and awarding contracts.
All votes on ordinances, franchises and awarding contracts shall be ayes and noes. Any member of the council may call for such vote on any other matter except as otherwise specifically provided. The clerk shall record the result of the votes in the minutes. ( 1991 Code, sec. 2-55 )
§ 1.03.035 Motions.
All motions must be seconded before being put by the chair and, upon request of any member, shall be reduced to writing by the party making same. ( 1991 Code, sec. 2-56 )
§ 1.03.036 Signing, attesting and preservation of resolutions.
All resolutions adopted by the city council shall be signed by the mayor and attested by the city clerk, and shall be filed in the office of the city clerk. The caption of all such resolutions shall be spread upon the minutes of the proceedings of the council. ( 1991 Code, sec. 2-57 )
§ 1.03.037 Robert’s Rules of Order.
The rules of procedure as stated in Robert’s Rules of Order shall govern the proceedings of the city council unless in conflict with the rules prescribed by this division or in contravention of some charter provision. ( 1991 Code, sec. 2-58 )

§ 1.04.001 Penalty for violations.

§ 1.04.002 Officers not to be security on bonds given city.
No officer shall be security for any person having a contract, work or business with the city for the performance of which security may be required, nor the security on the official bond of any officer of this city. ( 1991 Code, sec. 2-77 )
§ 1.04.003 Solicitations by officers or employees.
It shall be unlawful for any officer or employee of this city to solicit funds or engage in any fund-raising activities on behalf of any organization, representing that he is a city employee or officer or that the solicitations or proceeds will go to the benefit of any organization or activity which has as part of its name “City of Sherman” without the express written approval of the city manager. § 1.04.004 Emergency action.
Every officer, agent or employee of the city, while responding to emergency situations, is hereby authorized to act in such a manner as to most effectively deal with the emergency. This provision shall prevail over every ordinance of the city and, to the extent to which the city has the authority to so authorize, over any other law establishing a standard of care in conflict with this section. Neither the city nor the employee shall be liable for any failure to use ordinary care in such emergency. ( 1991 Code, sec. 2-79 )
