There shall be a Department of Parks and Recreation in and for the Township which shall:
A. 
Administer, operate and formulate programs for indoor and outdoor sports and other athletic and recreational programs and activities for children and adults.
B. 
Administer and operate facilities, functions and activities relating to public recreation.
C. 
Use public school property and buildings by agreement with the Township Board of Education, to the extent that such property and buildings may be adaptable and available for use in recreational programs and purposes.
D. 
Plan and develop additional public recreational areas and facilities.
E. 
Supervise and manage all Township parks, playgrounds, beaches, recreation areas and community centers, including those lands which are acquired.

There is hereby created the position of Recreation Director who shall head the recreation phase of the Department of Parks and a Recreation and, under the supervision of the Township Manager, be responsible for planning and administration of the recreation phases of the Department. In the absence of an appointed director, the Township Manager shall assume the function of director.

There is hereby established within the Township of Mount Holly an advisory council which shall be known as the "Mount Holly Township Recreation Advisory Committee."

The governing body of the Township of Mount Holly relies upon the authority set forth in N.J.S.A. 40:69A-95 and 98, which permit a Township Manager to recommend to Council the creation of such advisory councils to the municipality as he or she may choose.

The purpose of the Mount Holly Township Recreation Advisory Committee shall be to advise and recommend to the Township Manager and governing body such recreation programs and policies, and modifications of existing programs and policies, as it deems appropriate.

A. 
Membership. The Recreation Advisory Committee shall be composed of no less than six and no more than 10 citizens who shall be residents of the Township of Mount Holly, plus the Township Manager, Recreation Director, and Police Department representative who needs not be a resident of the Township of Mount Holly. The Township Council shall annually appoint its liaison who shall also be a member of the Recreation Advisory Committee.
B. 
Terms of office. The Recreation Advisory Committee citizen members shall be appointed to one-year terms at each reorganization meeting of the Township Council, or as soon thereafter as possible. The Township Manager shall appoint said members. In the event that a vacancy arises, appointment to fill that vacancy shall be for the balance of that year's term.

All members of the Recreation Advisory Committee shall be appointed by the Township Manager.

There is hereby established within the Township of Mount Holly the position of Recreation Director. The Township Council shall appoint a Recreation Director who shall serve for a term of one year, at a salary to be fixed and determined by ordinance duly adopted by the governing body. The Recreation Director shall be responsible for the review of all reports and studies developed by standing committees formulated by the Recreation Advisory Committee. The Recreation Director shall sign all memoranda and reports submitted on behalf of the Recreation Advisory Committee. The Recreation Director shall submit, as required, reports to the Township Manager and Township Council concerning the activities and functions of the Recreation Advisory Committee and shall perform such other duties as outlined in his or her job description.

A. 
Chairman. The Chairman shall be appointed annually by the membership of the Recreation Advisory Committee. The Chairman shall preside at all meetings of the Recreation Advisory Committee. The Chairman shall timely submit minutes of all meetings of the Recreation Advisory Committee to the governing body.
B. 
Vice Chairman. The Chairman shall designate a Vice Chairman, subject to approval of a majority of the Recreation Advisory Committee. The Vice Chairman shall, in the absence of the Recreation Advisory Committee Chairman, carry on the duties of the Chairman until the return of the, or the appointment of a new, Chairman.

A. 
Meetings and quorum. The Recreation Advisory Committee shall hold meetings throughout the calendar year. Whenever approval by the Committee is required, a majority of those attending the meeting shall be sufficient to take action. A quorum of one more than half the total membership shall be required in order to constitute a duly authorized meeting.
B. 
Attendance. Any Board member missing four meetings in a calendar year without valid excuse acceptable to the Township Committee may forfeit his or her appointment.

All recreational programs and policies shall be implemented and administered through the Township Manager and the Recreation Director.

A. 
All recreation personnel employed will be interviewed and recommended by the Township Manager and Recreation Director.
B. 
All personnel will only be employed after acceptance of the recommendation of the Township Manager and Recreation Director.
C. 
No member of the Mount Holly Township Recreation Advisory Committee may incur any obligation or expense without the express written approval from the Township Manager and Council.
