A. 
There is hereby created the Urban Enterprise Zone Department to perform within the Urban Enterprise Zone created in the Township by § 3-95 of this chapter the required services for the Township as permitted and required of it pursuant to the Township's designation as an Urban Enterprise Community under N.J.S.A. 52:27H-66.1.
B. 
The Department shall:
(1) 
Administer, operate and formulate programs to carry forward the policies and mandates of the Township Council as required and permitted under N.J.S.A. 52:27H-66.1.
(2) 
Administer and conduct such function and activities as are required and permitted within an Urban Enterprise Zone pursuant to all applicable laws, as may be approved by the Township Council.
(3) 
Coordinate the activities of the Department with other Township departments, other governmental entities and agencies, businesses within and without the Urban Enterprise Zone, organizations and groups involved with matters pertaining to the operation of the Urban Enterprise Zone and the residents of the Township.
(4) 
Plan and develop for implementation by the Township Council such programs as shall further the purposes of the Enterprise Zone.
A. 
There is hereby created the position of Director who shall head the Urban Enterprise District Department who shall be responsible for planning and administering the functions and duties of the Department.
B. 
The Director shall be qualified and experienced in the field of economic development of community business zones and shall supervise such other full- or part-time employees as may be assigned to the Department.
C. 
The Director shall:
(1) 
Carry out the duties and policies of the Department as established by the Township Council for the implementation of the purposes for which the Mount Holly Urban Enterprise Zone was created;
(2) 
Plan, promote, organize and administer a comprehensive plan for the operation and development of the Urban Enterprise Zone for adoption by the Township Council;
(3) 
Establish administrative procedures to assure maximum services to the Urban Enterprise Zone and the community at large at reasonable cost;
(4) 
Assess the effectiveness of the programs provided and report to the Township Council with regard to them;
(5) 
Study the needs of the Enterprise Zone to develop immediate and long-range plans to meet these needs;
(6) 
Establish and maintain cooperative planning and working relationships with other Township departments, other governmental bodies and agencies, community and service organizations within and without the Township, businesses within the enterprise zone and interested individuals;
(7) 
Recommend the acquisition, designation and construction of facilities when appropriate to further the purposes of the Enterprise Zone;
(8) 
Direct the operation of Enterprise Zone facility areas and arrange for their proper maintenance and operation; and
(9) 
Recommend to the Township Council any rules, regulations and fees that are considered appropriate for the operation of the Enterprise Zone facilities.
