The purpose of this chapter is to protect, preserve and maintain the existing and potential groundwater supply, groundwater recharge areas and surface water within the Town of Franklin from contamination by hazardous and toxic materials.
Every such facility or outlet as described in MGL c. 21, § 52A, whether retail or wholesale, selling motor lubricating oil in the Town of Franklin shall be licensed by the Franklin Board of Health.
A proper application form shall be submitted to the Board of Health, and, upon inspection of used motor oil retention facilities and approval of such, a permit will be issued, renewable annually at no charge.
The Franklin Board of Health reserves the right, at its discretion, to adjust the permit fee whenever it deems necessary.
Failure to comply with this regulation shall be punishable as provided for in MGL c. 111, §§ 187 and 189.
