No person shall own or keep in the Town of Salisbury, outside of the confines of the owner's or keeper's property, any dog which is not held firmly on a leash. Failure to comply with this bylaw shall be punishable as follows: first offense, $25; second offense, fine of $50; third and subsequent offenses, a fine of $100; each twenty-four-hour period shall constitute a separate offense.

A. 
It shall be the duty of each person who owns, possesses or controls a dog to remove and dispose of any feces left by said dog on any sidewalk, street or other public area in the Town. It shall further be the duty of each person who owns, possesses or controls a dog to remove and dispose of any feces left by his/her dog on any private property neither owned nor occupied by said person.
B. 
No person who owns, possesses or controls such dog shall appear with such dog on any sidewalk, street, park or other public area without the means of removal of any feces left by such dog. Furthermore, no person who owns, possesses or controls such dog shall appear with such animal on any private property neither owned nor occupied by said person without the means of removal of any feces left by said dog. Disposal in Town trash barrels or bins or in storm drains is prohibited.
C. 
For the purposes of this bylaw, the means of removal shall be any tool, implement or other device carried for the purpose of picking up or containing such feces.
D. 
This bylaw shall not apply to a physically handicapped person in sole custody or control of a dog or to any individual using a guide dog.
E. 
The fines for violation of this bylaw shall be: first offense, $25; second offense, $50; third offense, $100.
