The purpose of this article shall be to promote the health, safety, morals and general welfare of the residents of the Town of Lewisboro and the protection and preservation of the property of the Town and its residents by enacting this article restricting the use of snowmobiles, motorcycles, all terrain vehicles and any motorized vehicle on Town-owned property.
As used in this article, the following terms shall have the meanings indicated:
ALL TERRAIN VEHICLE or ATV
Any self-propelled vehicle which is manufactured for sale for operation primarily on off-highway trails or off-highway competitions and only incidentally operated on public highways, providing that such vehicle does not exceed 70 inches in width, or 1,000 pounds dry weight.

MOTORCYCLE
The same definition as provided by the Vehicle and Traffic Law of the State of New York. Section 123 of the Vehicle and Traffic Law defines "motorcycle" as "[e]very motor vehicle having a seat or saddle for the use of the rider and designed to travel on not more than three wheels in contact with the ground, but excluding a tractor."
SNOWMOBILE
The same definition as provided by the Vehicle and Traffic Law of the State of New York. Section 2221 of the Vehicle and Traffic Law of the State of New York defines "snowmobile" as "[a]ny self-propelled vehicle designed for travel on snow or ice, steered by skis or runners and supported in whole or in part by one or more skis, belts or cleats."
TOWN-OWNED PROPERTY
Includes all lands owned by the Town, other than the Town roads, and shall include all such lands whether or not used for park purposes and municipal purposes; and shall also include all lands owned by park districts under the jurisdiction of the Town Board of the Town of Lewisboro.

A. 
No person shall operate any motorcycle, snowmobile, all-terrain vehicle or any motorized vehicle upon any Town-owned property, except for the principal purpose of providing transportation to and from a Town park or municipal building, in which case such vehicle shall be operated only within the bounds of the driveway and parking area of such Town property and at a speed not in excess of five miles per hour. This provision shall not apply to emergency vehicles for official use or mobility aids for handicapped persons.
B. 
No owner of a motorcycle, snowmobile, all-terrain vehicle, or any motorized vehicle shall permit another person to operate any motorcycle, snowmobile, all-terrain vehicle, or any motorized vehicle upon any Town-owned property, except for the principal purpose of providing transportation to and from a Town park or municipal building, in which case such vehicle shall be operated only within the bounds of the driveway and parking area of such Town property and at a speed not in excess of five miles per hour.
C. 
No person shall operate any motorcycle, snowmobile, all-terrain vehicle or any motorized vehicle upon the private property of another without the consent of the owner of such private property.

Any violation of this article shall be punishable by a fine of not less that $50 or in excess of $1,000, and may be subject to restitution.
