For the purpose of this chapter, the following words or terms shall be defined or interpreted as follows:
CLERK OF THE PLANNING BOARD
The person who shall be designated to perform the duties of the Clerk of the Planning Board for all purposes of these regulations.
COMPREHENSIVE PLAN
The long range plan for the general physical development of the government, prepared in conjunction with the Zoning Board of Appeals, pursuant to § 272-a of the Town Law, which indicates the general locations recommended for various functional classes of public works, places and structures and for general physical development of the Town and includes any unit or part of such plan separately prepared and any amendment to such plan or parts therein.

DIRECTOR OF PLANNING AND DEVELOPMENT
The Director of Planning and Development of the Town of Salina, Onondaga County, New York.
EASEMENT
Authorization by a property owner for the use by another, and for a specified purpose, of any designated part of his property.
FINAL SUBDIVISION PLAT
The final map or drawing, showing a proposed subdivision, containing all information or detail required by law and these regulations to be presented to the Zoning Board of Appeals for approval and which, if approved, may be duly filed or recorded by the applicant in the office of the Onondaga County Clerk.

HIGHWAY SUPERINTENDENT
The Highway Superintendent of the Town of Salina, Onondaga County, New York.
LICENSED PROFESSIONAL ENGINEER
A person licensed as a professional engineer by the State of New York.
LOT, CORNER
A lot located at the intersection of and fronting on two or more intersecting streets and having an interior angle at the corner of intersection of less than 135º.
LOT, DOUBLE-FRONTAGE
A lot with the rear and front lines abutting existing or proposed streets.
LOT, FLAG
A lot with a driveway access strip which has a minimum width of 20 feet and fronts on a public road and provides access to the buildable portion of the lot. The flag lot shall be large enough to contain the minimum lot area required by the Zoning Ordinance,[1] without including the area within the driveway access strip. Building setbacks shall be measured from the lot lines of the buildable portion of the lot.
LOT LINE ADJUSTMENT
Any conveyance of real property between the owners of adjacent lots which does not result in additional buildable lot(s); or any consolidation of contiguous lots owned by a same landowner(s); neither of which creates a nonconforming lot or structure thereon. Such lot line adjustments shall not be subdivisions for purposes of this chapter.

OFFICIAL MAP
The map established by the Town Board pursuant to § 270 of the Town Law, showing streets, highways, parks and drainage, both existing and proposed.
PERSON
Any person, firm, partnership, corporation or other entity.
PLANNING BOARD
Pursuant to Local Law No. 4-2022, which abolished the Planning Board, any reference to the Planning Board in this chapter shall mean the Salina Zoning Board of Appeals.

PRELIMINARY PLAT
The drawing or drawings clearly marked "preliminary plat" showing the layout of a proposed subdivision as specified in these regulations, submitted to the Zoning Board of Appeals for approval prior to submission of the plat in final form and of sufficient detail to apprise the Zoning Board of Appeals of the layout of the proposed subdivision.

RESUBDIVISION
The further division of lots, plots and sites including all or part of an existing filed plat, but not including consolidation of not more than three lots by deed or other instrument.
SECURITY
A performance bond duly issued by a bonding or surety company, or issued by the developer accompanied by security in the form of cash or United States Government bearer bonds deposited with the Town, or accompanied with the irrevocable assignment of a savings bank account to the Town, or any other form of security authorized under § 210-22C hereof.
SKETCH PLAN
A sketch of a proposed subdivision showing the information specified in these regulations to enable the subdivider to save time and expense in reaching general agreement with the Zoning Board of Appeals as to the form of the layout and objectives of these regulations.

STREET
A way for vehicular traffic, whether designed as a street, road, highway, avenue, lane or other traffic way, between right-of-way lines.
STREET, ARTERIAL
A road or street designed to serve heavy flows of traffic and which is used primarily as a route for fast or heavy traffic generating areas.
STREET, COLLECTOR
A street designed to serve as a traffic way from local streets to the arterial streets, including major entrances to subdivisions and streets for circulation within such development.
STREET, DEAD-END OR CUL-DE-SAC
A street or portion of a street with only one vehicular traffic outlet with a turnaround at its terminus.
STREET, LOCAL
A street used primarily for access to abutting properties.
STREET, MARGINAL ACCESS
A local street which is parallel to and adjacent to a major artery and which provides access to abutting properties and protection from through traffic.
STREET PAVEMENT
The exposed surface of the roadway used by vehicular traffic.
STREET WIDTH
The width of right-of-way, measured at right angles to the center line of the street.
SUBDIVIDER
Any person, firm, corporation, partnership or other association who shall apply for or lay out any subdivision or part thereof, as defined herein either by himself or others, for submission to the Zoning Board of Appeals.

SUBDIVISION
The division of any parcel of land into two or more lots, blocks or sites, with or without streets or highways, and includes resubdivision.
SUBDIVISION, MAJOR
Any subdivision not classified as a minor subdivision, including, but not limited to, subdivisions of five or more lots or any size subdivision requiring any new street or the physical development of any street shown on the official map or extension of municipal facilities.
SUBDIVISION, MINOR
Any subdivision containing not more than four lots fronting on an existing street, not involving any new street or road or the extension of municipal facilities, not adversely affecting the development of the remainder of the parcel or adjoining property and not in conflict with a provision or portion of the Master Plan, Official Map, the Zoning Ordinance or these regulations.
SURVEYOR, LAND
A person licensed as a land surveyor by the State of New York.
TOWN CLERK
The Town Clerk of the Town of Salina, Onondaga County, New York.
TOWN ENGINEER
The duly designated licensed professional engineer of the Town of Salina.
ZONING ORDINANCE
The Zoning Ordinance of the Town of Salina, adopted as Chapter 235 of the Code of the Town of Salina.
