As used in this article, the following terms shall have the meanings indicated:
BUSES

A. 
STANDARDAny Type A-2, B, C, or D multipassenger vehicle used for scheduled transport, including public, tour, school, charter, or promotional campaign designed to carry 10 or more passengers and with a gross vehicle weight rating of 10,000 pounds or more.
B. 
SMALLAny Type A-1 multipassenger vehicle used for scheduled transport, including public, tour, school, charter, or promotional campaign designed to carry 10 or more passengers and with a gross vehicle weight rating of less than 10,000 pounds.
CONSTRUCTION AND MAINTENANCE VEHICLES
Vehicles used for construction and maintenance purposes, including but not limited to backhoes, tractors, excavators, bulldozers, trailers for transporting said vehicles and similar type vehicles.

COMMERCIAL VEHICLE
A truck or construction and maintenance vehicle used primarily in business or industry.

POLICE DEPARTMENT
The Police Department of Lower Allen Township.
RECREATIONAL VEHICLE
A self-propelled motorcoach; travel trailer, whether solid-sided or pop-up and whether connected to a power source by fifth wheel or tongue; towing trailers for transportation of boats, motorcycles, snowmobiles, personal watercraft, and/or recreational devices, including all-terrain vehicles (ATVs); and detachable living quarters made mobile by attachment to another motor vehicle. The term shall not include a motor home when located in a mobile home park or when otherwise complying with the concept of a detached dwelling house.

SLIDE-OUTS
A section of a recreational vehicle designed to slide out or move away from the main frame or wall of the recreational vehicle so as to add additional inside living area to the recreational vehicle.

STREET
Any street, public or private, intended primarily as a means of pedestrian and vehicle traffic.
TRUCK
A motor vehicle, excluding passenger cars, designed, used or maintained primarily for the transportation of persons or property.

A. 
Except as specifically provided herein with respect to large recreational vehicles, currently licensed wheeled vehicles in operating condition, including recreational vehicles of 30 feet or less in overall length used for transportation of an occupant of a residential premises, may be parked within the front, rear or side yards of a residential premises, provided the location thereof is approved under Chapter 220, Zoning, as an impervious off-street parking space. Such vehicles may be parked on the residential street for no more than 72 hours for the purpose of loading, unloading, or cleaning.

B. 
Currently licensed recreational vehicles exceeding 30 feet in overall length, owned or leased by an occupant of a residential premises may be parked only on a driveway or pad constructed of impervious material, the dimension of which at least encompasses the entire length and width of the recreational vehicle stored thereon:
(1) 
In the side or rear yards of the residential premises, provided that it is no closer than seven feet to any other property line.
(2) 
In the front yard of the residential premises, provided it is at least 10 feet from the house side of the street curb or the edge of paving of the street where no curb exists and no closer than seven feet to any other property line.
(3) 
Notwithstanding the foregoing provisions, such vehicles may be parked on a residential premises for a period of time not exceeding 72 hours for the purposes of loading, unloading or performing routine maintenance.
(4) 
Such vehicles may be parked on a residential street for no more than 72 hours for the purpose of loading, unloading, and cleaning.

C. 
For the purposes of determining length of recreational vehicles, measurement shall be taken between the most distant parts of the front and rear of the vehicle (e.g., "bumper to bumper"; "bumper to end of tongue").
D. 
The foregoing regulations shall not apply to the storage of a recreational vehicle at the same pad or location where storage commenced more than three months prior to the effective date hereof.
E. 
All recreational vehicles stored on a residential property must be currently licensed, registered and, if required by law, inspected.

F. 
Recreational vehicles may not have slide-outs extended while parked on a public street.

A. 
Effective the date of this article, it shall be unlawful for the owner or operator of any truck with a gross vehicle weight rating (GVWR) in excess of 4B or 11,000 pounds gross vehicle weight or in combination with a trailer to park or store such vehicle on any street or residential property located within the Residential Zoning Districts R-1, R-2 and R-3.
B. 
Parking or storing of construction and maintenance vehicles within Residential Zoning Districts R-1, R-2 and R-3 shall also be prohibited by this article.
C. 
Exceptions.
(1) 
Subsections A and B shall not apply to trucks or construction and maintenance vehicles as follows:
(a) 
Used in conjunction with permitted nonresidential uses in Residential Zoning Districts R-1, R-2 and R-3.
(b) 
Parked for the purpose of making deliveries or improvements to a property or street located in Residential Zoning Districts R-1, R-2 and R-3.
(2) 
Subsection A shall not apply to trucks with a gross vehicle weight rating (GVWR) in excess of 4B or 11,000 pounds gross vehicle weight when housed in an enclosed structure that complies with all Township building and zoning regulations.[1]

The provisions of this article will be enforced by the Police Department for violations occurring on public streets. All other violations will be enforced by the Department of Community Development. Any person seeking a temporary exemption from this article may make said application to the Township Manager.
A. 
Any person, firm or corporation violating any provision of this article dealing with parking in residential districts shall pay a fine as follows:
(1) 
Any person, firm or corporation who or which causes, allows, permits or suffers any vehicle to be parked in any zone in which parking is prohibited by this article shall pay to the Township an unlawful parking charge in the amount of $50. There shall be a separate unlawful parking charge for each consecutive day during which such unlawful parking continues.

(2) 
Whoever parks unlawfully in a restricted zone as provided in this article and fails to pay any unlawful parking charge, including any late charge, shall be, upon conviction thereof, fined not more than $25 and costs of the prosecution.

B. 
Any person, firm or corporation violating any provision of this article relating to parking a camper, trailer, boat or other similar recreational vehicle on a public street shall pay a fine in the sum of $10 if paid within five days, or upon failure to pay the sum of $10 within the aforementioned time period, then, upon summary conviction before a Magisterial District Judge, be sentenced to pay a fine of not more than $25 and the costs of prosecution.

A. 
Standard buses are not permitted to park in Residential Zones (R-1, R-2, R-3, MUN) at any time.
B. 
Currently licensed and registered small buses may be parked only on a driveway or pad constructed of impervious material, the dimensions of which at least encompass the entire length and width of the bus parked thereon. Small buses are not permitted to park on any residential street at any time.
C. 
Restrictions in this section shall not apply to microcoaches, microbuses, or high-capacity vans.
