It shall be unlawful for any person or persons, lodge, society, political
party, or other organization of any kind, to use the public streets, sidewalks,
alleys and highways of the Borough for parades, gatherings, meetings or demonstrations,
except that a permit be first had and obtained from the Mayor.
Whenever the streets, sidewalks, alleys or highways of said Borough
are desired to be used for said purposes, the Chief Marshal or other officer
or officers having charge thereof shall apply to the Mayor for a permit, for
which no charges shall be made, and who, if he deems the same not injurious
to the public peace and welfare, shall forthwith grant said permit and issue
the same.

Any person, Chief Marshal or other officer or officers having charge
of any parade, gathering, meeting or demonstration and any person joining
in and taking part in any such parade, gathering, meeting or demonstration
who shall violate any provision of this chapter shall, for each and every
such violation, pay a fine of not more than $600 and the costs of prosecution
thereof, which shall include reasonable attorney’s fees.
