The boundary limits of the Borough are hereby established as a zone in which motor vehicles may remain standing without lights, and all highways within such boundary limits are hereby designated as streets or highways where motor vehicles may remain standing without lights.

Wherever a space shall be marked off on any highway for the parking of individual vehicles, every vehicle there parked shall be parked within the lines bounding such space except where otherwise noted.
Parking is hereby prohibited on all bridges located in the Borough at any and all times.
It shall be unlawful for the owner or operator of any motor vehicle or other vehicle to park such vehicle in any of the places on the streets and alleys of the Borough specifically designated in Subsections A and B. Areas where parking is prohibited at all times may be increased, decreased, added and/or deleted by an ordinance amending only Subsections A and B. In areas identified in Subsections A and B where parking is prohibited at all times, parking may be allowed by permits authorized by Borough Council, in the areas and at all times identified in § 200-24B.

A. 
It shall be unlawful to park any commercial vehicle, whether operated under its own power or not, on any street or highway or alley in the Borough, other than temporarily, for the limited purpose of loading from, unloading to, or providing service directly for a particular property in the Borough. The vehicle parked for such a permitted purpose must be not more than 200 feet from the property for which the work is being done. The purpose for which the vehicle is parked shall be diligently and promptly completed and, upon such completion, the vehicle shall no longer be parked on Borough streets and/or highways. For purposes of this regulation, "commercial vehicle" shall include any vehicle with more than two axles and/or the following types of vehicles: those defined by the Pennsylvania Vehicle Code as "commercial motor vehicle", "construction truck," "farm equipment," "farm vehicle," "mass transit vehicle," "modular housing undercarriage," "motor carrier vehicle," "special mobile equipment," or "truck tractor;" any motor vehicle towing a trailer or another vehicle or with a trailer or other vehicle attached to it for towing; and an unattached trailer. This section shall not apply to a small truck or van with no more than two axles parked at the residence or place of business of the driver, provided it is otherwise in compliance with all other applicable parking, traffic and zoning regulations, except that trailers of any kind may not be parked on the street unattached to a motorized vehicle. In no event shall any commercial vehicle be parked or stopped in a manner that obstructs the free flow of traffic on Borough streets, highways or alleys.
B. 
Notwithstanding anything to the contrary in this Chapter 200, it shall be unlawful to park any commercial vehicle on Bridge Street from King Street to Broad Street for any purpose, including loading or unloading, from the hours of 7:00 a.m. to 9:00 a.m. and 3:00 p.m. to 6:00 p.m., Monday through Friday.

A. 
It shall be unlawful to park or permit any vehicle whatsoever, whether the same may be operated under its own power or not, to be parked on any municipal parking lot, now existing or hereafter established, for continuous periods of time in excess of the parking time limitations established by this section. If a vehicle is removed from such a lot and then returned or replaced on the lot within a period of four hours after such removal, the vehicle shall be treated, for purposes of these parking regulations, as having been parked continuously on the lot for the period it was so removed to the same effect as if the vehicle was not so removed. The movement of such vehicle(s) on or about such parking lots, during or after such permitted parking periods, shall not act to circumvent the purpose or intent of this section, which is to prevent the continued parking of vehicles for periods in excess of those allowed hereby.
B. 
On Saturdays, Sundays and legal holidays there shall be no limitation on the duration of parking in any municipal parking lot. At all other times, during any twenty-four-hour period, parking shall be permitted only as follows: The municipal parking lot next to the Samuel and M. Elizabeth Burke Park: no more than four hours; the lot on the north side of King Street, no more than three hours; the lot at the corner of King Street and Church Street: no more than three hours. In all other lots, there shall be no limitation on the duration of parking.
C. 
Notwithstanding the aforesaid, the Chief of Police may, in his or her sole discretion, issue parking permits to residents or businesses that lack off-street parking at their location, allowing said residents or businesses to park vehicles in the municipal parking lots for times in excess of those set forth in Subsections A and B above. Permit fees for such use of the municipal parking lots shall be established by Borough Council by resolution. The penalty to be imposed for parking in a municipal lot outside of the times permitted by Subsections A and B and without a permit shall be 200% of the permit fee.[1]

Editor’s Note: Ordinance No. 2016-12, adopted 9-20-2016, provided that for parking permits for parking within municipal parking lots, “any parking permit previously issued by the Borough of Malvern shall be immediately revoked,” and that such permits should expire the earlier of: the date or terms under which the permit was issued; or at midnight on December 31, 2016. All vehicles are to be removed from this parking lot, which is bounded by South Warren Avenue, the Community Park and Channing Avenue, within two hours from such time as the accumulation of snow shall reach two inches.
No vehicle which is unregistered or is without a current state inspection or registration plate or which is not in safe operating condition shall be parked on any Borough street, Borough-owned property or municipal parking lot at any time.
