It shall be unlawful for any person or corporation to discharge, empty into or place in the sanitary sewers of the Borough of New Wilmington any industrial waste, except as set forth in Article VI and as hereinafter provided.[1]

" Industrial waste," as used in this article, shall have the same meaning as set forth in Article V, § 185-16.
Any person or corporation wishing to discharge into the sanitary sewers of the Borough of New Wilmington any industrial waste shall make application to the Council of the Borough of New Wilmington, supplying said Council with any and all information which the Council may determine necessary in order to pass upon the application. If the Council finds that the discharge of industrial waste is not injurious to the public health, the sanitary sewer system, the sewage plant or contrary to the laws of the commonwealth, it may grant a permit for the discharge of such industrial waste into the sanitary sewers; such permit shall be operative only so long as the discharge of the industrial waste in the sanitary sewers is not injurious to the public health, the sanitary sewer system, the sewage plant or contrary to the laws of the commonwealth; and if the Council, or the Pennsylvania Department of Health, or the Pennsylvania Department of Environmental Protection, or any of its or their agents, shall at any time find that the discharge of such industrial waste is injurious to the public health, the sanitary sewer system, the sewage plant or contrary to the laws of the commonwealth, it, they or any of them may, on written notice to the holder of such permit, forthwith terminate the right to discharge such industrial waste into the sanitary sewer system.
