No person, firm, corporation or other entity shall connect to the sanitary sewer system of the Borough any downspouts, surface drains or other conductor of rainwater or surface water.
No person, firm, corporation or other entity being the owner or occupant of any house, building, structure or land shall in any manner whatsoever release, discharge or empty into or permit to be released, discharged and emptied any rainwater or surface water into the Borough sanitary sewer system.
Downspouts for the conducting of water on all buildings constructed after the enactment of this chapter shall be connected with a pipe or tile leading to the street in order that said rainwater may be conducted to the street; provided, however, that if the contour of the land is such as to make such a connection impossible or difficult, the Council may waive the provisions of this section upon application of the owner. All projects must conform to the Borough Stormwater Management Ordinance.[1]

In case of existing buildings, 60 days' notice in writing of a violation of this chapter shall be given to the owner or occupant thereof prior to instituting any action based on such violation.
