The direction, supervision and control of the
Bureau of Police shall be vested in the Mayor.

The Bureau of Police shall consist of a Chief
of Police, two Captains and not more than 30 patrolmen, not more than
four of whom may be designated as Sergeants, not more than three of
whom may be designated as Corporals and not more than four of whom
may be designated as patrolmen detectives. Those patrolmen designated
as Sergeants and Corporals shall have achieved those respective ranks
in accordance with competitive testing procedures adopted and administered
by the Civil Service Board.

All members of the Bureau of Police, whether
Chief of Police, Captains, Sergeants or patrolmen, shall be termed
"policemen" and shall perform such duties and comply with such regulations
as may be prescribed by the Mayor.

Paid holidays and uniform allowances shall be
in accordance with the current collective bargaining agreement.
