There is hereby established in the Department of Public Safety a Bureau of Fire, to be composed of a full-time Fire Chief, seven part-time Assistant Fire Chiefs, Duty Officers and the several volunteer fire companies of the City.

The Board of Trustees of the volunteer fire companies shall nominate candidates for the position of Fire Chief and Assistant Fire Chiefs. The Fire Chief and Assistant Fire Chiefs shall be confirmed by a majority vote of the Council and shall hold their position subject to the approval of the Council. The Duty Officers shall be approved at the discretion of the Fire Chief on an annual basis from candidates submitted to the Fire Chief from the Board of Trustees of the volunteer Fire Companies.

A. 
The Fire Chief, under direction of the Director of Public Safety, shall have full charge of the various volunteer fire companies. He shall enforce the Fire Prevention Code[1] of the City and all ordinances related thereto. The Fire Chief shall have the necessary qualifications and training in order for him to perform his duties as Chief.

B. 
The Fire Chief shall serve for a term of four years from the date of his appointment. The Board of Trustees from the volunteer fire companies shall then proceed in accordance with § 9-7.

The initial appointment of Assistant Fire Chiefs hereunder shall be for terms to expire respectively on June 30, 1981, June 30, 1982, and June 30, 1983. In the year 2019 and each year thereafter, Assistant Fire Chiefs shall be appointed for a two-year term to commence January 1 to December 31.
The Assistant Fire Chiefs shall perform such duties as are assigned to them by the Fire Chief and, during the duty time designated by the Fire Chief and at such other times as the Fire Chief is absent or unavailable, shall assume the duties and exercise the powers of the Fire Chief.

The Duty Officers shall serve terms on an annual basis at the discretion of the Fire Chief and shall perform duties as are assigned to them by the Fire Chief and shall assume and exercise said duties as directed by the Fire Chief.
