A. 
Standing, loafing, lying upon, or congregating upon the sidewalks or other public streets or places within the Borough so as to prohibit or impede the free and uninterrupted use and passage in and along or through such sidewalks, streets or public places by the residents of the Borough, or others lawfully upon any such sidewalks, streets or public places, is hereby prohibited.
B. 
Standing, loafing, lying upon, or congregating upon any private property within the Borough of New Hope, where the same is done without the consent of the owner or other person in control or possession thereof, which acts shall be a disregard of the rights and safety of the property owner and the residents of the Borough, it is hereby prohibited.

Any person who shall violate any of the provisions of this chapter shall upon conviction thereof before any District Justice be sentenced to pay a fine of not more than $600 and costs, or in default of payment thereof, shall be subject to imprisonment for a term not to exceed 30 days.
