A. 
Adequate separate litter receptacles for refuse and recycling material shall be maintained and serviced at the following public places which exist in the Township:
(1) 
All commercial establishments located within active retail commercially zoned areas, such that at a minimum there shall be no single linear quarter-mile without a receptacle. Said commercial establishments shall include but not be limited to the following: shopping malls, shopping centers, drive-in restaurants, all street vendor locations, self-service refreshment areas, gasoline service station islands and boat moorage and fueling stations.
(2) 
Public places, including but not limited to the following: all buildings held out for use by the public, schools, government buildings, railroad and bus stations, parking lots, campgrounds and trailer parks, marinas, boat launching areas, beach and bathing areas and pedestrian walkways.
(3) 
Special events to which the public is invited, including but not limited to the following: sporting events, parades, carnivals, circuses and festivals.
B. 
The proprietors of commercial establishments and public places or the sponsors of special events to which Subsection A of this section applies shall be responsible for providing and servicing at their own expense the required litter receptacles.
