The following conduct shall be prohibited within the limits of the public parks of the borough:
A. 
Cutting, injuring, defacing, removing, disturbing; marking or writing upon any tree, shrub, building, fence, bench, sign or other structure, apparatus or property; picking, cutting or removing any shrub, bush, plant or flower.
B. 
Permitting to run loose any animal, except during pet shows or similar special programs authorized by the Recreation Department or Borough Council.
C. 
Sales or displays of or offers to sell goods or wares, except by special permission of the Recreation Department or Borough Council.
D. 
Distribution or posting of written or printed matter, excepting this article or summaries hereof, official notices of the Recreation Department or by special permission of the Recreation Department or the Borough Council.
E. 
Holding, conducting or addressing public assemblages or debates, excepting such as are organized or sponsored by the Recreation Department or Borough Council without having first obtained a permit therefor.
F. 
Conducting exhibitions or entertainment, excepting such as are organized or sponsored by the Recreation Department, without having first obtained permission from the Recreation Department or Borough Council.
G. 
Entry or presence upon or within a park during periods when the same is closed to the public. Except for programs specially scheduled at other hours or except as otherwise posted by the Department or Borough Council, parks shall be closed to the public from dusk (sunset) to dawn (sunrise).

H. 
Uttering of abusive or profane language.
I. 
Fighting and other conduct disturbing to others or disruptive of the public peace.
J. 
Betting, gambling and gaming.
K. 
Flying of model airplanes by children under the age of 18 without supervision of a person over the age of 18.
L. 
Playing of baseball or softball except at diamonds designated for such play.
M. 
Possession of guns, knives, slingshots or other dangerous weapons.
N. 
Driving or parking of vehicles, excepting park maintenance vehicles and those of Recreation Department officials and employees and of emergency vehicles, on park areas other than roadways and designated parking areas.
O. 
Littering.
P. 
Making or maintaining fires without New Jersey State permit. All fires shall be in receptacles designed for such purpose.
Q. 
Hunting, molesting, killing, chasing, wounding, trapping, shooting or removing any wild animal, reptile, bird or egg in said park.
R. 
Possessing or consuming any alcoholic beverages by any person at any time without special permission of the Recreation Department or Borough Council.
S. 
Driving or parking of vehicles, excepting park maintenance vehicles, and those of Recreation Department officials and employees, and emergency vehicles, in designated parking areas or other park areas by persons who are not utilizing the park for recreational activities.

The Commissioner of Recreation is hereby empowered to promulgate and publish rules and regulations not inconsistent with the provisions hereof, governing activities sponsored by the Recreation Department or Borough Council.
The provisions, prohibitions and requirements of this article shall be enforceable by the Borough Police and Recreation Department supervisory personnel.
The provisions of this article are in addition to, and not in repeal of, except where inconsistent herewith, otherwise applicable requirements, prohibitions and provisions of law.

Any person who shall violate this article shall, upon conviction thereof, pay a fine not exceeding $1,000, be imprisoned in the County Jail for a term not exceeding 90 days and/or perform community service for a term not exceeding 90 days for each offense and shall be liable for the cost of all damages done, in the discretion of the Court. Each day that the violation shall continue shall be deemed a separate offense.
