The City Treasurer shall be elected and serve for a four-year term and until a successor is elected and qualified as provided by statute and shall receive such compensation as may be set from time to time by the City Council.
Before entering upon the duties of his/her office, the City Treasurer shall execute a bond in an amount as determined by the City Council, but in no case less than that required by statute. The bond shall be conditioned upon the faithful performance the Treasurer's duties and to indemnify the City for any loss by reason of any neglect of duty or other wrongful act of the Treasurer.
The Treasurer shall receive all moneys belonging to the municipal corporation and shall keep a separate account of each fund or appropriation, and the debts and credits belonging thereto. He/She shall render, at the end of each and every month, and more often if required, a statement, under oath, to the Clerk showing the state of the treasury at the date of such account and the balance of the money in the treasury. Said statements shall set forth all money received by the Treasurer, and from whom and upon what account they shall have been received; also, all moneys paid out by the Treasurer and upon what account they shall have been paid, and he/she shall file with the statement in the Clerk's office all vouchers for such payment.
The City Treasurer shall keep an accurate register of all warrants redeemed and paid by him/her, showing the number, date and amount of each, the fund from which paid, and the name of the person to whom and where paid; and he/she shall cancel all warrants as shown as they are redeemed by him/her.
The City Treasurer shall report to the Clerk any officer authorized to receive money who may fail to make a return on moneys received by him/her at the time required by law, or by the ordinances of the City.
The City Treasurer shall cause to be kept books of account, in such manner as to show with entire accuracy all moneys received by the Treasurer, from whom received and from what account; and of all moneys paid out by him/her, and to whom and on what account they shall have been paid; and in such manner that said books may be readily understood and investigated; which books and all papers and files of said office shall be at all times open to the examination of the Clerk or any of the Aldermen.
All moneys received on any special assessment shall be held by the Treasurer as a special fund, to be applied to the payment of the improvement for which the assessment was made, and said money shall be used for no other purpose whatever, unless to reimburse the City for money expended for such improvement out of its general fund.
The City Treasurer shall annually, at the end of the fiscal year, furnish a report from the City Auditors, publish the condensed version of the same and otherwise comply with state statutes pertaining thereto.

In case the office of City Treasurer becomes vacant for any reason, it shall be filled by the Mayor with the advice and consent of the Council, as is provided for statute.
