A. 
The Mayor and the Aldermen shall meet on the second Monday in the month of May in each year at 7:30 p.m., and shall then, or as soon thereafter as is practicable, make the appointments for the following offices:
(1) 
Water Commissioner.
(2) 
Code Compliance Officer.
(3) 
Street Superintendent.
(4) 
City Marshal.
(5) 
City Attorney.
(6) 
ESDA Director.
(7) 
City Collector.
(8) 
Animal Control Officer. The office of Animal Control Officer is hereby created and the City Council shall appoint some person as Animal Control Officer, who shall be under the supervision of the Mayor and be subject to removal by the City Council. He/She or she shall receive such salary or compensation as is fixed by the City Council. The Animal Control Officer shall have the following duties:
(a) 
To impound animals which he/she considers running at large or a danger to the health and welfare of citizens of the City of Lexington.
(b) 
To dispose of animals if same are not redeemed within seven calendar days of their impoundment, or when a licensed veterinarian issues a written finding that it is probable that such animal has rabies, or he/she is authorized to do so by court order.
(c) 
To sign complaints for violations of the Code of the City of Lexington, as amended.
(9) 
Such other officers as the City Council shall, from time to time, by ordinance designate, or which may by law thereafter be required.
B. 
Such officers appointed shall hold their respective offices for as long as the City Council may designate, or if no specific designation is made, such officers shall be terminable at will. If any such officer resigns, he/she shall continue in office until his/her successor has been appointed.
All officers appointed by the Mayor and the City Council, whose terms of office are not otherwise expressly provided for by law or by ordinance, shall hold their respective offices for as long as the Mayor and City Council may designate. If no such designation is made, such officers shall be terminable at will. If any such officer resigns, he/she shall continue in office until his/her successor has been appointed.
The bonds of all officers shall be executed with two or more reliable sureties, conditioned on the faithful performance of the duties of their respective offices, as prescribed by the laws of the State of Illinois, and the ordinances of the City of Lexington, and the rules and regulations pertaining to their respective offices.
The salaries or compensation of all officers, clerks, and employees of the City, except Aldermen and the Mayor, shall be determined and fixed by ordinance annually adopted by the Aldermen.
The salaries or compensation of all City officers, clerks, and employees shall be paid monthly or bimonthly to each person entitled thereto and in the manner to be prescribed by the Aldermen, and the salary of the Mayor and members of the City Council shall be paid by meeting, as provided by Ordinance No. 1987-1.
