The Mayor and the public officials of the City of Lexington shall enforce the provisions of this chapter, and hereby are authorized, empowered and ordered to exercise all powers and perform all duties in relation to the management of street traffic, and to direct, control, stop, restrict and regulate, and when necessary temporarily to divert or exclude in the interest of public health, safety and convenience, the movement of pedestrians and animal and vehicular traffic of every kind in the streets, alleys and other public places in the City.
Whenever in this chapter the following terms are used they shall have, for the purpose of this chapter only, the meanings respectively ascribed to them in this section.
CURB
The boundaries of a street, as defined herein.
DOUBLE PARKING
To place, allow, permit or stop any vehicle alongside of a vehicle parked parallel to the curb, or in the rear of any vehicle parked diagonally to the curb, for a greater period of time than is reasonably necessary for the actual loading or unloading of persons or materials.
DRIVER or OPERATOR
Any person in actual physical control of a vehicle.

INTERSECTION
The area embraced within the prolongation of the lateral curblines, or, if none, then the lateral boundary lines, of two or more streets which join at an angle, whether or not one such street crosses the other.

PARK
To stand a vehicle, whether occupied or not, within any street, alley or public place for a period of time greater than is reasonably necessary for the loading or unloading of persons or materials.
SIDEWALK
That portion of the street between the curbline, or the lateral lines of a roadway, and the adjacent property lines, intended for use of pedestrians.[1]
STREET
That part of the public highway between the regularly established curblines set aside for vehicular traffic.
VEHICLE
Every device by which any person or property is or may be transported or drawn upon any street. A bicycle and a motor bicycle shall be deemed a vehicle.
