Any person who petitions for permission to hook up to the City water service for a property lying outside the City limits of the City of Lexington, McLean County, Illinois, shall petition for annexation of the property for which the proposed water service is requested, and no water service shall be furnished any property outside the City of Lexington until same is annexed to the City.
Any person so petitioning to be annexed to the City of Lexington, Illinois, in order to secure water service shall comply with all the rules and regulations contained in Chapter 195, Subdivision of Land, and Chapter 300, Zoning, of the Code of the City of Lexington.
Nothing in this article shall compel the City to consent to the annexation of property or to furnish water service to any person or persons whomsoever outside the City of Lexington, Illinois, when the City Council does not feel that the same would be for the best interest of the City.
