The purpose of the R-1 District is to provide for medium-density residential development. The regulations are designed to stabilize and protect the residential characteristics of the district and to encourage a suitable environment for residential activities. The district also allows selected nonresidential uses, provided that they are permitted by conditional use permit.
Land, buildings, or premises shall be used by right for only one or more of the following uses:
A. 
Single-family detached dwelling.
B. 
Single-family semidetached dwelling (twin).
C. 
Family-based community residence facility, subject to § 196-112.
D. 
Recreational, park, or play area.
The following uses shall be permitted by conditional use permit only, subject to the applicable provisions of Article XVIII, Procedure and Standards for Conditional Uses:
A. 
Community center or similar municipal or civic use, subject to § 196-134.
B. 
Cemetery.
C. 
Religious use, subject to § 196-135.
D. 
Independent living facility, subject to § 196-136.
A. 
Off-street parking, subject to Article XV.
B. 
Family day-care home, subject to § 196-113.
C. 
Storage shed, subject to § 196-110.
D. 
Private swimming pool, subject to § 196-116.
E. 
Satellite antenna, subject to § 196-115.
F. 
Sign, subject to Article XVI.
G. 
No-impact home-based business, subject to § 196-111.
H. 
Any accessory use or structure on the same lot with and customarily incidental to any of the uses permitted above in this district and not detrimental to the neighborhood.
A. 
Single-family detached dwelling.
(1) 
Lot area: 5,000 square feet.
(2) 
Lot width: 45 feet.
(3) 
Building coverage: 30%, maximum.
(4) 
Impervious surface: 45%, maximum.
(5) 
Front yard: 10 feet.
(6) 
Rear yard: 35 feet.
(7) 
Side yards: 20 feet aggregate and eight feet minimum.
(8) 
Height: three stories or 35 feet, maximum.
B. 
Single-family semidetached dwelling (twin).
(1) 
Lot area: 3,000 square feet.
(2) 
Lot width: 30 feet.
(3) 
Building coverage: 45%, maximum.
(4) 
Impervious surface: 65%, maximum.
(5) 
Front yard: 10 feet.
(6) 
Rear yard: 35 feet.
(7) 
Side yard: 10 feet on one side.
(8) 
Height: three stories or 35 feet, maximum.
A. 
Required off-street parking spaces shall be provided in the rear or side yards only. In the case of parking in the rear yard, the distance between these spaces and the rear lot line shall not be more than five feet.
B. 
Where possible, residential developments constructed after the adoption of this chapter shall provide access to the parking spaces at or near the rear lot line by means of an alley.
C. 
The area between the parking spaces in the rear yard and the principal building shall not be used for parking, storage, or repair of automobiles, trucks, boats, mobile homes, trailers, or similar vehicles or conveyances.
