If any portion of this chapter is found to be
in conflict with any other City ordinance or law, the provision which
establishes the higher standard shall prevail. In case of conflict
with state or federal law, the state or federal law shall prevail.
If any section, subsection, sentence, clause,
or phrase of this chapter or its application to any person or circumstance
is held invalid by the decision of any court of competent jurisdiction,
the remainder of this chapter, or the application of the provision
to other persons or circumstances is in effect and shall remain in
full force and effect.
