This article shall be known and may be cited as the "Ordinance Regulating the Declaration of a Snow Removal Emergency and On-Street Parking During a Snow Removal Emergency."
Upon the request of either the Fire Chief (or Acting Fire Chief) or the City Engineer (or Acting City Engineer), the Mayor shall have the authority to declare a snow removal emergency.
A. 
During a snow removal emergency, all on-street parking is prohibited until:
(1) 
The street has been cleared of snow from curb to curb (from one side of the street to the other in the absence of curbing); or
(2) 
The snow removal emergency is declared ended.
B. 
At no time shall any vehicle park on any street in such a way that any emergency vehicle cannot pass without causing physical damage to itself. This will require a minimum width of 10 feet from the outside edge of the parked car to the opposite edge of the street as defined by the street curb or snow bank, whichever is closer. It shall also be unlawful to park in relation to another parked car so that any emergency vehicle cannot pass.
C. 
Vehicles parked on any street in violation of this article shall be ticketed for illegal parking and towed away at the owner's expense.
The Police Department shall be kept informed by the Public Works Department as to which streets have been cleared of snow so that this information shall be available to the public at any time.
A. 
The Mayor shall have the authority to end the snow removal emergency at any time.
B. 
The Mayor shall have the authority to continue the snow removal emergency on specific streets indefinitely
