The Mayor shall have those powers and duties prescribed by law,
the Borough Charter and Borough ordinances, which powers and duties
include the full charge and control of the Police Department.

All checks and drafts of the Borough shall be signed by the
Mayor or, in his or her absence, by the Chairperson of the Finance
Committee of Council.
