Application for funding shall be considered only for repair and/or replacement of an existing - failed on-site septic system for single or two family dwellings. No expansion of the residence served by said system shall be permitted until all funds owed to the town under the betterment have been paid in full.
For the purpose of these guidelines a failed septic system shall be determined by the Board of Health or their agent pursuant to Article III, § 185-17, Definitions 15.01 of the Orleans Board of Health regulations.
All applications shall be required to provide financial information to the Board sufficient for them to make a determination that a financial hardship exists which prevents the applicant from undertaking the needed repair or replacement without town funding. The Board shall make its recommendation on the application to the Board of Selectmen when it has been determined that the septic system has failed. The priority of need is to be based on the threat to public health and safety and the degree of financial hardship of the applicant.
