It shall be the policy of the Orleans Board of Selectmen that
the warrant for Special Town Meetings shall only contain articles
of an emergency or unforeseen nature. It is the view of the Board
that the business of the town shall be conducted at the Annual Town
Meeting and that Special Town Meetings are to deal with emergencies,
to address articles postponed at a preceding Annual or Special Town
Meeting or to fund current year capital improvements which are in
the Capital Improvement Plan.
Sponsors of articles not included in the warrant for a Special
Town Meeting will have the opportunity to meet with the Selectmen
to present reasons why the article should be included. The decision
of the Board shall be final.
This policy shall not apply to those articles proposed for inclusion
in a Special Town Meeting warrant under the procedure outlined in
Charter Section 2-6-2.
