There is hereby established in the Borough of Clayton, Gloucester County, New Jersey, a committee to be known as the "Clayton Veterans Committee."
The purpose of the Committee is to inform veterans of armed services of the United States and the New Jersey National Guard of rights and privileges as they come to the attention of the Committee, to promote veterans' rights and to arrange for appropriate ceremonies honoring veterans on holidays or otherwise.
The Committee shall consist of seven members appointed by the governing body for the terms of three calendar years and two nonvoting honorary members.
A. 
The first appointment shall have the terms of two members expiring December 31, 2008, the next two members expiring December 31, 2009, and three members expiring December 31, 2010. Thereafter, all terms shall be for three years.
B. 
Two alternate members shall also be appointed by the governing body and designated at the time of appointment as "Alternate No. 1" and "Alternate No. 2." The term of each alternate member shall be for two years, except that the terms of the alternate members shall be such that the term of not more than one alternate member shall expire in any one year; provided, however, that in no instance shall the term of an alternate member first appointed exceed two years. All terms shall run from January 1 of the year in which the appointment is made. Alternate members may participate in discussions of the proceedings but may not vote, except in the absence or disqualification of a regular member of the Committee. A vote shall not be delayed in order that a regular member may vote instead of an alternate member. In the event that a choice must be made as to which alternate member is to vote, Alternate No. 1 shall be designated as the individual entitled to vote first.
C. 
Two nonvoting honorary members shall also be appointed by the governing body and designated at the time of appointment as "Honorary Member No. 1" and "Honorary Member No. 2." The term of each honorary member shall be for two years, except that the terms of the honorary members shall be such that the term of not more than one honorary member shall expire in any one year; provided, however, that in no instance shall the term of an honorary member first appointed exceed two years. All terms shall run from January 1 of the year in which the appointment is made. Honorary members may participate in discussions of the proceedings but may not vote.
The members of the Committee shall receive no salary. Expenses of activities of the Committee shall be approved by the governing body before any expenses are incurred and shall be paid by the governing body, if so approved.
