The regular meetings of the Board of Health shall be held on the second Tuesday of each month at 8:00 p.m. Special meetings may be called at any time by the President, or by any three members requesting the Secretary in writing so to do, and a majority of the Board shall constitute a quorum for the transaction of business.
The officers of the Board of Health shall consist of a President, Secretary, Health Officer, Plumbing Inspector, Registrar of Vital Statistics, Physician and Solicitor, who shall be so elected by the Board of Health after the final adoption of this chapter and shall thereafter be elected annually on the second Tuesday of December. Such officers shall hold office for one year or until their successors are chosen. The Secretary and the Registrar may be one and the same person. The Secretary and the Registrar may be elected from the members constituting the Board, but the Health Officer, Plumbing Inspector and Solicitor shall not be elected from the members of the Board. The Sanitary Inspector shall be elected for three years.
The President shall preside at the meetings of the Board and appoint all committees unless the Board or law shall order otherwise. The President shall conduct all regular meetings in a businesslike manner, according to parliamentary procedure. In case of the absence of the President, the Board shall choose a Vice President. During the intervals between the meetings of the Board, the President or Secretary, if she is a member of the Board, shall have the power to grant permits, make orders for the execution of the ordinances of the Board, suspend the execution of permits and orders, order inspections of premises and fully represent the Board.

No person shall allow any ducks, geese, fowl, cattle, swine, goats or horses to run at large in the Borough of Clayton, and no person shall keep or permit to be kept any fowl, duck, geese, cattle, swine, goats or horses unless the lot area is a minimum of two acres, and the keeping of such fowl, duck, geese, cattle, swine, goats or horses is permitted within the applicable zoning district per Chapter 88. Any person in violation of any provision of this section shall pay a fine of $50.

A. 
The keeping of fowl shall not be permitted on any property in the Borough of Clayton unless it is within the Agricultural/Low Density Residential District and the keeping of such fowl has been approved by a determination of the Borough of Clayton Planning Board and the keeping of such fowl is in compliance with §88-8B(1)(b).
B. 
Where permitted under § 116-5A above, all houses, buildings or enclosures wherein chickens or fowl are kept must be maintained in a clean manner and remain free from all foul odors, and all such houses or enclosures must not be situate within 50 feet of a dwelling house, living quarters or residence of any neighbor or neighbors. Any person or persons in violation of the provisions of this section shall pay a fine not exceeding $50.

It shall be unlawful for any person or persons to carry on the business of buying or selling rags, old paper and junk in the Borough of Clayton without a license for that purpose first had and obtained from the Board of Health of said Borough. The Secretary of the Board of Health is hereby empowered to grant to any person or persons who shall apply therefor in writing, and who shall pay a license fee of $10, a license to engage in and carry on in said Borough the business of buying and selling rags, old papers and junk, which said license shall expire at the end of one year from the date of its issuance. All vehicles used for transportation or carrying rags, old paper and junk shall have permanently painted on both sides of the wagon the name of the licensee and the number of his license. No person or persons shall keep or allow to be kept in any building or premises or on any ground of which he may be the owner, lessee or occupant any rags, old paper, junk or refuse from which there shall be cast off or arise any impure or obnoxious or foul odor, smell or gas, annoying, hurtful or dangerous to any person, or which shall decay or be in any other unsanitary condition. It shall be the duty of any person licensed under this chapter to keep his or her shop or store in a good sanitary condition and free and clear of all impure, obnoxious, foul or offensive odors or smells. It shall be the duty of the Health Officer to look after and report on all violations of this chapter and to make complaint against all persons so violating this chapter. Any person or persons offending against any of the provisions of this section shall forfeit and pay a penalty of $20 for each and every offense.
