For the purpose of this article, the following terms are defined as follows:
ALARM
A communication to the County 911 Center, or to the Police or Fire Department directly, indicating that a crime, fire or other emergency situation warranting immediate action by the Police or Fire Department has occurred or is occurring.
ALARM DEVICE
A mechanical device designed to automatically transmit an emergency alarm by wire, telephone, radio or other means to the County 911 Center or to the Police or Fire Department.
COUNTY 911 CENTER
The communications system utilized by the County 911 Center for the purpose of providing response to a direct alarm device.
DIRECT ALARM
An alarm that is reported directly to the Police or Fire Department by telephone or other means.
FIRE DEPARTMENT
The Fire Department of South Strabane Township.
INDIRECT ALARM DEVICE
An alarm device that does not directly notify the Police or Fire Department. An indirect alarm includes those to an alarm company, which, in turn, notifies 911 for ultimate notification to the Police or Fire Department.
INDIVIDUAL
Includes a person, partnership, corporation, or like or similar entity.
INTENTIONAL FALSE ALARM
A false alarm that results from the intentional activation of an alarm device or a direct alarm by an individual under circumstances where said person has no reasonable basis to believe that a crime, fire, or other emergency warranting immediate action by the Police Department or Fire Department has occurred or is occurring.
POLICE DEPARTMENT
The Police Department of South Strabane Township.
UNINTENTIONAL FALSE ALARM
A false alarm that results from unintentional activation of an alarm device, either through negligence or by accident.
A. 
Any individual who communicates or reports an intentional false alarm for any reason to the Police Department or Fire Department, directly or indirectly, shall be guilty of a violation of this article and, upon conviction thereof before the Magisterial District Judge, shall pay a penalty to the Township of South Strabane for each and every intentional false alarm to which the Police Department or Fire Department responds in each calendar year as follows:
(1) 
First to third false alarm: $150.
(2) 
Fourth to sixth false alarm: $250.
(3) 
Seventh false alarm and thereafter: $350.
B. 
Any individual who unintentionally, either through negligence or by accident, communicates or reports a false alarm to the Police Department or to the Fire Department, directly or indirectly, or who allows such unintentional communication to occur shall be guilty of a violation of this article and, upon conviction thereof before the Magisterial District Judge, shall pay a penalty to the Township of South Strabane for each and every unintentional false alarm to which the Police Department or Fire Department responds in each calendar year as follows:
(1) 
First activation: no charge.
(2) 
Second to fifth false alarm: $75.
(3) 
Sixth to 10th false alarm: $125.
(4) 
Eleventh plus: $150.
