Mount Joy/Rheems Emergency Medical Services, Inc., a not-for-profit
corporation organized under the laws of the Commonwealth of Pennsylvania,
hereinafter in this chapter referred to as the "EMS," is hereby designated
as the officially recognized volunteer emergency medical service association
to provide first due response for the Borough of Mount Joy, Lancaster
County, Pennsylvania.
Borough Council hereby authorizes the EMS to perform the following
activities and services:
A. To provide such services as may be necessary for the protection of
persons, which include, by way of example and not of limitation, the
prevention of loss of life from fire, automobile accidents, medical
emergencies, hazardous material incidents and other dangerous situations.
B. To provide nonemergency and public services such as, by way of example
and not of limitation, transportation of persons to medical facilities.
C. To conduct and participate in such training activities and drills,
either within or outside of the Borough, as may be deemed necessary
by the officers of the EMS to maintain proficiency in providing services.
D. To respond to calls and provide services to municipalities outside
the Borough when so requested by such municipality or another emergency
medical service provider or a fire company or when directed to so
respond by Lancaster County Communications.
Borough Council hereby authorizes the members of the EMS to
perform the following activities and services when so requested by
an officer of the EMS:
A. To engage in any type of drill, training, ceremony, practice, test
or parade.
B. To engage in fund-raising activities for the EMS.
C. To engage in the performance of any other duty or activity which
contributes to the mission of the EMS.
The purpose of this chapter is to recognize the EMS as the official
first due response emergency medical service provider of the Borough
and to state additional authorized activities for members of the EMS
for workers' compensation and governmental immunity purposes.
