The office of Borough Administrator is hereby created within the Borough of Seaside Park, County of Ocean, State of New Jersey.
The Borough Administrator shall be appointed by a vote of the majority of the fully constituted Borough Council.

The Borough Administrator shall serve at the pleasure of the governing body of the Borough of Seaside Park and need not be a resident of the Borough.
The Borough Administrator shall receive such compensation as shall be fixed from time to time by the general Salary Ordinance of the Borough of Seaside Park.[1]

If the holder of such office is the Clerk of the Borough, said personnel shall be known as the "Borough Administrator-Clerk," but the office of Clerk and Administrator shall remain separate and distinct.
A. 
It shall be the duty of the Borough Administrator, under the supervision and control of the Mayor and Council, to perform such duties as are assigned by the Mayor and Council, which shall include but shall not be limited to the following:
(1) 
Liaison between the governing body and respective department heads and interdepartment coordination.
(2) 
Budgeting fiscal operations, investments and budget preparation and control through budget input from department heads.
(3) 
Purchasing agent and approval and review of requisitions and vouchers from department heads.
(4) 
Personnel and general management and record-keeping, to include establishing and maintaining vacation, holiday and sick leave schedules and appropriate records and reports.
(5) 
Inventory and equipment management.
(6) 
General operating procedure and supervision of administration.
(7) 
Public information.
(8) 
Recommend plans and programs to meet the needs of the Borough.
(9) 
Attend all meetings of the Mayor and Council.
(10) 
Review the Borough's insurance program.
(11) 
Keep the Mayor and Council advised of the Borough's financial condition.
(12) 
Prepare agenda.
(13) 
Keep the Mayor and Council informed as to federal-aid projects, state-aid projects, grants, subsidy programs, etc.
(14) 
Other duties as requested.
B. 
If the Administrator is also the Borough Clerk, then it shall be his/her duty to perform all of those duties customarily assigned to the person holding said Borough Clerk's position.
